I hope I am correct in thinking you reside in South Africa and wish to register your cell phone's SIM card in compliance with the South African Regulation of Interception of Communications and Provision of Communication-Related Information Act (RICA).

From information I have found online, SIM card registration can be done through your cell phone service provider. Apparently, it can also be done through the store where you purchased your cell phone.

You cannot simply swap simcard as such in your phone, your phone must be unlocked to the new sim card, You can unlock your phone using unlock code that will be available at any vendors online like

Did you have the phone programmed before you joined ? network?

You may need to upgrade to a newer sim card. There have been changes recently, esp. with the broader adoption of, and newer versions of LTE. LTE is a whole different radio system than 3g or even 4g. (It is actually 3g on super steroids) I think a sim upgrade should fix the problem.

yes, OF COURSE except if the previous phone is Purchased FROM A NETWORK PROVIDER, mainly because phones that are purchase from them are restricted to only one Sim card (which is their Sim).
