usually bad power supply, if the cooling fan isn't running either. These are horribly inefficient coolers that use a lot of power to accomplish little cooling. The power supplies are quite notorious to burn up.
If your supply is 12vdc output, you might be able to replace it with a supply from radio shack. dont use a battery charger though.

I had an E3 on the upper zone. This fix was simple. Unscrew the 2 screws for the middle tray. Pull tray out as far as you can. Check the wires in the back, those are the wires for the fans in the back. The connectors over time corrode, and break off... All I did was connected the 2 wires that had broken off of their connector directly to eachother. E3 went away and the cooler is working as it should now.in

I have the same problem. When I first discovered this, both fans had stopped working and the temp for both zones was over 80. So much for the wine that had been stored there. After leaving the unit unplugged for a few days, the fan for the lower section started working again but the upper fan is still overheating. Haier customer service says too bad, so sad (I discovered this problem in the 13th month of ownership). I'm sure it is not worthwhile to fix this so it is going out with the trash and I'll look for a different brand for the next wine cellar that I purchase. Any ideas?

I have the same issue, same thing after approx 2 years,the zone on top stopped working, even leaking water if I leave it plugged... did you ever get any answer for this?

What is the model number of your unit?
Single zone wine coolers have one temperature control and the
storage space is undivided so the whole cooler is at the same temperature.
