My suggestion would be trying to clear the dns cache. This can be a problem and is simply done with the following in command window. Make sure you start up the command window as administrator before proceeding:

If you're using Firefox, click on "Tools" at the top of the page, click
on "Options" which is at the bottom of the list that comes up, then
click Advanced, choose Network from the four tabs below that. There
should be a sentence "configure how Firefox connects to the Internet".
Click on the button next to it that says "settings". and make sure that
"Auto-detect proxy settings for this network" has a dot in the little
circle. If not, click on it and click on OK.
You may have to shut down Firefox (your internet browser programme), then try getting in again. Should have sorted it.

I assume you find this in Tools, Internet Options, Connections, LAN. This proxy server setting is only used when you are working through a network at a school or company. You need to have the checkmark next to "automatically detect settings" if you work through most broadband connections like cable or DSL.
Now, if you have the "automatic" checked and the Proxy check appears anyway, this must mean that you have some program that is trying to connect to some network or call home somehow. This could be a virus. Do you have a good AV program? Be careful because many of the websites that say they want to check your system are actually virus downloaders.

Maybe you need to configure the proxy settings of your gtalk application. Or you can try downloading a new gtalk installer and install it. if problem still persists, there may be a configuration on the gtalk application, or your computer has been infected with a malware virus that blocks your system from connecting to their server. Hi, If this problem is still occurring for you and is only specific to Google Chrome, can you try clearing your browsing data to see if that helps? To clear your browsing data, follow these steps:
1) Click the Wrench menu in the upper right corner
2) Select "Tools"
3) Select 'Clear browsing data'
4) Ensure that check boxes for 'Clear browsing history' and 'Empty the cache' are selected
5) Click 'Clear browsing data'

Sounds like Ultrasurf is resetting your proxy settings every time you reboot. Completely uninstall Ultrasurf, using their recommended procedures.
