Contact your cell phone carrier and confirm that you have a mobile data plan and that it is active. Once that is done, move to an area where you have multiple bars on your signal strength icon and try activating your mobile data from Settings, More Networks, Mobile Networks, Mobile Data, Standard Data

Maybe you got the problem because your SIM only support call and text only, not supporting data packet.
Try to use other SIM card which provide data packet like GPRS and 3G. Or you can buy packet that support call, text and data.

Please call your sim service provider and ask them how to make a gprs or a packet data connection and they will guide you steps to connect..
Different sim services provide different numbers to activate it..

5. after that you will get packet data settings in your phone

You need to subscribe to your Cell/Mobile service provider 'DATA' service and get them to 'activate' this additional Data service for your number: it is normally at an additional cost as unlike voice services, DATA is normally charged by volume or MB of Data.

u have to manually do it ,by selecting the data network option in the settings

You will need the ESN number of that phone which you can find on the back of the phone under the battery (you have to remove the battery.)
If you don't already have cell phone service, you need to go to a retail store or call the activations department of the phone company with which the phone is compatible to start service.
If you already have service you can call customer service to activate that phone on your existing phone number. Or, if you are registered to access your account online, you should be able to change the ESN on your phone number yourself once you log into your account.
Note that Blackberry phones use data and you will have to pay extra for data service in addition to your voice service.
