Ask Toshiba first, ?
we are not them, nor do we have books here on PCs.
most web sites now ( due to new GDPR laws)
do not allow posting hacks for this.
made in year 2002, so is 16 years old.
On this relic try to remove the main battery, main AC pack
and coin cell and pray it resets.,
if not call and talk to the maker, fixya is USA so here is the USA page for Toshiba, (not us we don't make PCs here)
here is the 1st page (join their forum and ask or call them)
https://support.toshiba.com/support/modelHome?freeText=170145
ask Toshiba we are NOT THEM.
here they are , First Google hit btw.
https://support.toshiba.com/
why ask here.
ask at Toshiba.com
we are not Toshiba.
Toshiba designed it , made it and sold it
not US.
here is the useless Toshiba document.
(ie. takes knowing the PW to change it)
ON TOPIC.https://support.toshiba.com/support/view...
in this document search (control+F)
for the word forgot
and forget.
bingo, what does it say,
it says direct intervention (my words that)
is necessary.
quote
The BIOS and Supervisor passwords cannot be removed or changed unless you know the existing password(s). If you forget your BIOS or Supervisor password, you will have to have the password removed by a Toshiba Authorized Service Provider. Although the prompts for these two passwords have the same appearance, the passwords are set and removed differently. If both are set, the Supervisor password takes precedence.,

BTW, the first GOOGLE HIT. ever google?
and is the TRUTH, now ,
BY laws now in USA, and for EU , new laws,
march 2018,, by law, this is now regulated.
(gee laptops thieves are now retired)
the newer the laptop the more secure it is
by law, and harder to crack
warning you reading on the internet how to hack PC not yours, will end is a bricked PC.
do not read old posts, on old PCs.
or new posts on old PCs, it is not your PC.
EVOLUTION (generations of PC old to newer)
1:jumpers, not there, long long gone this way.
2: back door PW, not there. now.
3: modern UEFI w8 and newer PCs are designed to be not hackable. (hard nut secure using a TPM chip)
on my HP , the TPM is turned off, so will never lock me out. ever.
does this help, I'm answering all posters for this question endlessly here,.
Toshiba has no support forum on this useless page, why in the world buy from them lacking a forum????? why?
https://support.toshiba.com/support/navS...
in the search box, type password
(no help)
the new trend is
zero help on passwords lost
in text or html, page, or PDF
new laws make that illegall(sic)
now.
so what they do on modern PCs
2012 w8 and newer takes only direct intervention, (call them on phone for support, and prove ownership in some way...)
direct help , person to person.!
some tad more older PCs, same deal if the user turned on TPM or BIOS admin passwords.
on modern PS the bios admin password is NOT stored in NVram now, (weak tech)
but is now in EEPROM and TPM chips.(strong tech)
and can not be hacked easy at all
BY DESIGN!!!

Using the Motherboard "Clear CMOS" Jumper or Dipswitch settings
Many motherboards feature a set of jumpers or dipswitches that will clear the CMOS and wipe all of the custom settings including BIOS passwords. The locations of these jumpers / dipswitches will vary depending on the motherboard manufacturer and ideally you should always refer to the motherboard or computer manufacturers documentation. If the documentation is unavailable, the jumpers/dipswitches can sometimes be found along the edge of the motherboard, next to the CMOS battery, or near the processor. Some manufacturers may label the jumper / dipswitch CLEAR - CLEAR CMOS - CLR - CLRPWD - PASSWD - PASSWORD - PWD. On laptop computers, the dipswitches are usually found under the keyboard or within a compartment at the bottom of the laptop.
Please remember to unplug your PC and use a grounding strip before reaching into your PC and touching the motherboard. Once you locate and rest the jumper switches, turn the computer on and check if the password has been cleared. If it has, turn the computer off and return the jumpers or dipswitches to its original position.
Removing the CMOS Battery
The CMOS settings on most systems are buffered by a small battery that is attached to the motherboard. (It looks like a small watch battery). If you unplug the PC and remove the battery for 10-15 minutes, the CMOS may reset itself and the password should be blank. (Along with any other machine specific settings, so be sure you are familiar with manually reconfiguring the BIOS settings before you do this.) Some manufacturers backup the power to the CMOS chipset by using a capacitor, so if your first attempt fails, leave the battery out (with the system unplugged) for at least 24 hours. Some batteries are actually soldered onto the motherboard making this task more difficult. Unsoldering the battery incorrectly may damage your motherboard and other components, so please don't attempt this if you are inexperienced. Another option may be to remove the CMOS chip from the motherboard for a period of time.
Note: Removing the battery to reset the CMOS will not work for all PC's, and almost all of the newer laptops store their BIOS passwords in a manner which does not require continuous power, so removing the CMOS battery may not work at all. IBM Thinkpad laptops lock the hard drive as well as the BIOS when the supervisor password is set. If you reset the BIOS password, but cannot reset the hard drive password, you may not be able to access the drive and it will remain locked, even if you place it in a new laptop. IBM Thinkpads have special jumper switches on the motherboard, and these should be used to reset the system.

Here is a guide toremove windows passwordwith Windows Password Recovery Tool Professional from http://www.windowspasswordsrecovery.com/Step1: Download and install Windows Password Recovery Tool.
Step2: Burn CD/DVD/USB Flash Drive. (Namely it is to burn a Windows password reset disk.)
Step3: Set the target computer boot from CD/DVD or USB.
Step4:Remove the forgotten Windows passwordwith the burned CD/DVD/USB. Then log on to Windows without a password.
Of course, you can also finish Windows password remover if you have a password reset disk in advance. That's also an easy solution.
