the home screen is dead, (booting is the clue)
so sounds like to me power supply issue inside, making the brain inside dead or its memory banks.
my guess is used, dead, 13 year old TV is only worth $100
for parts.

1. Try removing the memory
2. Try removing the hdd (try to use another ide drive)
3. try removing the cdrom

Sounds like the hard drive might have gone bad. Or a virus has corrupted the partition table. Try re-installing Windows.
