Nikon model 8311 20-60x82mm prostaff spotting scope...

I am unable to obtain a clear focus on a bird in a tree at 100 yards I can read liscence plates at the same distance. I tried to focus on some pine tree limbs again with no success. and again large objects like cars, bycycles animals all seem ok. is this normal or am i doing something wrong the sope is brand new.

I have resolved the issue with my spotting scope. the lens was dirty
