normally after about a month of processing and several very broad paypal e-mails the funds will be added back or you will have your account closed

contact your card issuer. usually your bank and have them block the card. order a new card and have the bank flag the transaction as unauthorized. your bank can help you

Why cant I get cash back on my credit card

Because it takes the bank a couple of days before they pay the money into the retailers account minus transaction fee. It's like the retailer lends you some money for a couple of days and then they don't all there money back.

Make sure there are funds in your PayPal account. If not, transfer funds from your bank account to PayPal.
Existing payment methods include credit cards. Do you have credit cards linked to PayPal? If not, link at least one, it saves a lot of hassle.
PayPal used to transfer funds automatically from your bank acct to PayPal if the funds for a transaction were insufficient, but that has changed - you have to make sure your PP acct is in credit.

You may not want to check that with Microsoft, you would want to call the bank that holds your credit card. Typically banks use automated systems to identify "suspicious activity" on your card. If you try to use it in a fashion that is not local to you or typical in your purchasing patterns, it might be flagged as suspicious. Call your credit card company and ask them to help you out.

Triedshopping at walmart via paypal would not accept my card. my creditcard bank is waiting to accept charges but sees no transaction .

It takes a while for paypal to add money from your bank to pay. Be patient. It should take around 3-5 business days. Just make sure you have enough money in your bank so there won't be an overdraft.
