Where is the reset button on a Sylvania Lc320ss2

There is no such external reset button to this TV. You have to enter its service mode option to make it a factory reset.
There are two types of reset to TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; check the site linked here. ITEM WONT TURN ON. WHEN PLUGGED IN STAND-BY LIGHT IS VISIABLE, BUT WHEN POWER BUTTON IS PRESSED RED STAND-BY BLINKS TWICE THEN GOES BACK TO SOLID RED.

do you have any type of signal going into the tv and is it on the correct input? most tv's will do nothing when powered on, unless it is recieving a signal, IE cable box, DVD, game input, etc. if it has input and still does what you are saying, take it to a tv repair service or to warrenty if it is still in warrenty.

i think it is not enough information to make even a guess... of course to someone who is so ignorant of information needed to trouble shoot a problem, I will give the advise that works 85% of the time with such IQ deficient persons

Why wont my tv turn on

That problem is usually have 2 causes..Its either power supply board or main board..

Please take this steps on how to determine the problem:
1. Open the back cover.
2. Check the power supply output...It should have 5vdc for the main board..12vdc or 16vdc for the audio and 24vdc for the back-light inverter..
3. If those 3 voltage supplies have encountered voltage drop...The problem could be on power supply board..
4. If the power supply output is normal..The problem could be on the main board...
5. If the problem is power supply you should check if the capacitors are bulged on the top and try to replaced it..If you can't do that you can purchased new power supply board..
6. If the problem is on main board there is no D.I.Y repair on that so you need to buy a new main board that fits to your TV..

I have a 32" CRT Sylvania Tv that won't turn

Hello
If the TV doesn't turn ON ata all, it is surely due to some fault with its power supply regulator section. You haven't given any otehr details of your tV, than it is only a 32 inch CRT Sylvanial Tv. No model number; so I only can provide you a solution in general.
Check the ON-OFF switch for its contact. Normally, TVs uses DPST type switches [Double Pole Single Throw]. If any one contact amoung them have any problem with its internal contacts, the set won't switch ON. If the switch is OK, come towards the power regulator section circuit board, and check whether the fuse has blown out or not. If it has blown out, replace it with same type and ampere rating. Never use higher ampere rating than specified. The ampere rating will be maiked either on the rims of the fuse, or at the printed circuit board, just under the fuse. After repalcing the fuse, switch ON the TV and see whether it works well or the replaced fuse blows up as soon as you switch ON the set. If the repalced switch burns out as soon as you switch ON the set, the power supply section has damaged [shorted components in it]; and should be replaced.
Normally for LCD TVs it will be good to replace the power supply as card basis. This power regulator card can be bought from most of the electronic spare part shops at your town, orby the authorised service center for Sylvania at your town. If you may have given its model number, I could send you the picture of the power card of your TV. OK.
