When was it last factory serviced? Have you tried putting it in bright sunlight for 5 hours to fully charge the internal rechargeable battery. My guess is that the battery is worn out. It needs servicing.
I realize this is not strictly a "fix", but if you have a watch with a problem it is best to take it into a professional. Watches (especially analogue watches) have many small, intricate pieces in them, that only professionals have training and tools to work on.

Wait four to six weeks. If the repair is under warranty, Kenneth Cole Productions will make the repair and mail your watch back to you. If the repair is not under warranty, it will call you to let you know the charges.

On a Timex a lot of times the back has to be on for everything to work. But I am going to assume the back is on. The indiglo could just be out. Timex repairs their watches for little or no cost. You would have to mail it to them for repair as they do not release parts to anyone. I believe their number is 1-800 for time
That is a hard one. I don't know if Omega would still have those, but I would e-mail them and find out. The # you need to give them is on the inside back of your watch. You need to open it with a very sharp knife, there probibly is a little notched area for you to put the knife into, if not just slowly press the knife edge into the seam between the watch case and the back. Once inside take the numbers of the iside back and give that to Omega. If they don't have it you may have to get genaric pair, or perhaps a nearby watch repairman has them. Good Luck!!!
