If this is fixable, it will be fixed by the following. If these fail to run or don't work, then chances are the drive has died :(
If this is Windows 8/10 just retry a few times until it does an "Automatic Repair" after it gives a blue screen saying it couldn't fix it, click on advanced, then find the Command Prompt.
For Windows Vista/7 you will need a Windows USB or CD. Boot to that and instead of installing Windows choose Repair my Computer. Then select the command prompt from the list.
Now that you have a command prompt type the following, and press enter after each line:
bootrec /fixmbr
bootrec /fixboot
bootrec /rebuildbcd
bootrec /scanos
bootsect.exe /nt60 all /force
That fixes the issue, or you'll need a new drive my friend.

this PC came with XP or 7, is it still like that,
or did you upgrade to w10 for free.?
if you have not upgraded it, then the PC still has the recovery partition intact, and can do a full recovery.
w7 has feature too called startup repair, so that be super simple 1st time fix for this.

there are lots of ways of fixing failed boot. including dennis cmd mode. ways. above poster
1: test the hdd first, if the HDD is sick (smart fails) all bets off.
never try to repair any OS with HDD is sick or you do wackamole for ever... sad to watch.
2: THEN WE BOOT TO THE w7 DVD AND RUN STARTUP REPAIR.
ID BE ALL OVER f4 KEY RECOVERY SEE IF YOU CAN FIND STARTUP REPAIR THERE, FIRST.

What I am going to say pertains to Windows XP (I cannot vouch it will work for Vista, because I do not have Vista).
Boot
from the installation CD, Choose Repair installation. You will have
access to the recovery console. Log in the Windows installation that is
detected. You will be asked for the adminstrator password. Once logged
in Type Help. In the list of commands available there is one called
FIXBOOT. Check its syntax by typing Help fixmbr, or even fixmbr ?
Type the correct command at the prompt and hit enter/return. It should fix it. After that Press CTRL ALT DEL to reboot.
If that does fix the issue use another computer and query the microsoft knowledge base for Recovery Console (or the equivalent for Vista) and follow the instructions.

You will need to use another PC to copy windows disc to a USB flash drive and make it bootable. Now you can perform a repair install of windows and fix any corrupt files. Cheers from Scott

Restart the laptop and press F4 repeatedly to start the recovery process. From the next menu choose option 1 for the factory restore.
