Are the lines always vertical or horizontal? Are they black or multiple colors?

Your EEPROM has some bad files on it. It's an expensive IC to chance if you have the equipment and knowledge to replace it, other option is replace the main board

If the TV is a smart TV use do have communications built in. The TV Menu should take you through the process of connecting to the Wi-Fi Modem/Internet to the TV receiver. It is there, you just have to locate the process, and look at the manual, that should also help.

Does it do this on any kind of input, for instance a DVD player or other input? If it does you might as well plan on buying a new TV.
