if its your google account that's blocked go to google account sign in then click on forgot email id or forgot password they are located below the main signing in boxes .
First solution is to use Google account associated with mobile.You need to log in into your Google account and then you can disable or change the pattern lock.
Second solution is to boot into recovery mode and reset the tablet - you will loose all you data however.
The third solution is only for techies and involves using the Android debug bridge to reset the tablet - not for the faint hearted.
