Remove the top cover of player and look inside for little glass fuses. Make sure they are good. A thin wire inside should be running all the way across the fuse.
I fuses are good, then look at the little silver capacitors on the circuit boards. Check to see if there are any swollen capacitors or any burn marks on the system board. If there are any, it will have to be replaced.

I hear absolutely no sound and when i go to turn it up it tells me i have no sound device registered

Is your sound card installed? Maybe it needs an updated driver. Go to Device Manager and see what that says about your sound. If that's all good, then you probably either have a bad connection with you plug in.

Peavey classic 30, new tubes and PT with absolutely no sound

I'm not sure what "PT" is , but the heater voltage is separate from the other voltages required for this unit to function properly. Please note that with tube systems, there are voltages in the 300-400V range that can cause injury. If you do not have experience with tube based electronics, I would suggest that you bring this to a service center for repair.

Please update this with what you mean by "PT" and we'll continue from there.
