The first issue is we don't know which IPAD you are talking about. Some IPAD units will not accept IOS 10.3

Please provide some additional information and perhaps we can answer your question.

You are limited to which IOS will go on your Ipad mini. It is Apple's way to let you know that some of the software will not work with your current hardware.

Simply go to Settings-second down on the left menu, choose Wi-Fi and on the right menu, your home (or wherever you are) wi-fi connection should appear by name. Then simply touch the one you want to connect to. You should see the choice you made on the left menu next to the word Wi-Fi. I only connect my iPad to my computer to charge it occasionally via USB.

Go back into WiFi, select Connect. The information for your WiFi connection should still be there, usually the strongest signal or the one nearest the top of the list. Otherwise, when you set up the iPad it should have taken a backup of all the settings. You can go into iTunes and do a restore from the most recent backup.

Click on settings then click on Wi-Fi (make sure that the wi-fi is switched on on the ipad) then find your wi-fi router and then when prompted enter your user name and your password. Hope this helps.
