No, it is not possible. Since the records is with your bank - the other bank ATM will not accept this option. Therefore, you cannot use other bank ATM to change the pin. Even when you receive the debit card first time, you have to activate your card in the ATM of your bank only initially and not with another bank ATM

most pin changes can only be done in banks or other financial institutions or by the company that issued the card ( master card , visa or dinner)

The PUK is asked when you (or someone else) tried to introduce the PIN number 3 times incorrectly.
To get the PUK look for the card that came with your sim card that has the PIN number. In it you will find also the PUK number. If you don't have this card anymore, contact your operator and be ready to have some form of ID with you
If your Sim card is asking for pin card, it simply means there is a pin meant to be entered before you will be able to access the sim card.
If the default pin have not been changed at any point in time, it simply will be the pin that is present on the sim pack. At the back of the sim pack, there are some codes there, check for the pin code there, enter it into the phone where you are supposed to enter the pin number, it will accept it and you will have access to your sim card.
