My Swintec 2600 is only allowing 17 characters a line, how do i fix this?

It sounds like you either don't have a printwheel in the T/W or the spokes are broken. What you are seeing is the hammer face.

Check to see if there is a key stuck down, if not you probably need a tech.

Look for debris in the area left of the printhead, anything that stops it from going all the way to the side frame.

I believe the swintec is identical to a Nakajima model. Go to NADIST.COM, click on current models, you will find a manual there.
