Could be the choke is stuck closed. The float in carb could be stuck so it don't shut the gas off. Is there a setting screw on the carb that needs adjusting?
If its flooding then its probably a carb issue. Strip and clean carb, check diaphrams and reset hi and low screws to standard settings. Screw both needles in and unscrew them:- H 3/4 of a turn anticlockwise and L 1 full turn anti clockwise.

Sounds like there is some debris in the inlet jet of your carb.
You will need to clean and rebuild your carb to solve this problem.
Suggestion: When cleaning your carb, replace the diaphrams as they will harden with age and cause hard starting also.
Another tip...before you remove your jets on your carb, count the number of turns it takes to seat them, that way when you replace them you will seat them and then back them back out to the correct number of turns they were originally set at.

Your float level is to high when you put the kit in they give you a float adjustment gauge,you will have to pull you carb back off and reset, but before you do that what is you choke set at if it wrong it will flood too,But if it set right you can look down your carb and you see gas dripping your you float is to high
