The E218 error indicates a problem with the lower cooling fan. The fan could be moving too slowly or too fast. There may be something blocking the fan or a damaged wire providing the wrong feedback to the control board.

You can try resetting the error by disconnecting the power for 5 minutes or so. Turning off the power with the appropriate circuit breaker is the easiest option. Then check what happens when you start the oven again. If the problem recurs, then you need to check the wiring and for anything interfering with the fan circulation. The Hall Effect sensor should also be checked. Most often the fan needs to be replaced.

Look for any burned or discoloration on the bottom bake element. Did you try the broil on the lower oven? If neither is working you may have a board or touchpad issue.

HI,
Just because the ignitors glow doesn't mean the work. With that being said, the ignitors sold job is to ignite the gas and open the safety valve to release gas. I the ignitors are weak (common) they will not allow the gas to be released. So without a amperage meter, you will be unable to see this. With one you can detect a weak ignitor with reading of (2.8 or lower), to function properly you need readings of (3.2 - 3.6).
When the ignitor is questionable, replace them, most units have two.

Oven doesn't heat

I'm not sure what properly means.  If the unit is working, you can get a cheap oven thermometer to check the function of the thermostat.  Let the unit come to 350 and check the thermometer.  If it is off by more than about 20 degrees, there is a calibration change method in most oven handbooks.
If the unit is not working at all, this is another issue and needs a different set of diagnostics.
