That doesn't sound like anything I've seen before. Could you go to a fastener place or a farm implement dealer or a motorcycle shop with the piece and tell them what you are doing and see if they can suggest something. If its out of a kit that you are building maybe the manufacturer of the kit can help you.
You could possibly try that as long as you are able to remove the nut later if you get a flat. You might consider looking for the right thickness lock washer or a star washer. Some of the best fixes are improvised. You will want it solid but not too permanent that you can't work on it later if necessary.

its a anti-rotation device which fits between the gap of the forks, the tab does not extend far enough and also too high from the gap.

could i instead use medium strength thread lock on the wheel nut?
Is it different from one side to the other. If not try filing it down a bit at a time to fit.
