I had the same problem. I fixed this by leaving the power supply connected with the wall socket for about 15 minutes, without connecting it to the external hdd. After that I connected the power supply with the external hdd and it worked perfectly. I hope this helps for you too!

I have an elements hard drive MDL:WD5000C035. When plugged in the green light on connecter will flicker once and then not at all and the blue light on the hard drive will not come on at all.

Hello,

Typically, faulty adapters that have a green led or light when having no drive connected, stay on when powered. Once connected to the drive, the power led on the adapter turns off.

Sometimes the adapter can be replaced under warranty.
Select Warranty Check on the site for End User Costumers:
http://support.wdc.com/warranty/index_end.asp?lang=en
Select your country and enter the Serial Number, sometimes near the barcode ( not the model number you mentioned ).

When the adapter is still under warranty you do NOT have to fill in a sheet for an RMA ( Product Replacement form) for the hard drive.
You can make a phone call using the number that is free from charges. Look on this page for your country for phone support:
http://support.wdc.com/contact/index.asp?lang=en

When the adapter is out of warranty, you can look for a replacement in the WD shop. See next site:
http://wdc.custhelp.com/cgi-bin/wdc.cfg/php/enduser/std_adp.php?p_faqid=1378&p_created=1118358612&p_sid=1VgzXjvj&p_accessibility=0&p_redirect=&p_lva=1378&p_sp=cF9zcmNoPTEmcF9zb3J0X2J5PSZwX2dyaWRzb3J0PSZwX3Jvd19jbnQ9MSwxJnBfcHJvZHM9MCZwX2NhdHM9MCZwX3B2PSZwX2N2PSZwX3NlYXJjaF90eXBlPWFuc3dlcnMuc2VhcmNoX25sJnBfcGFnZT0xJnBfc2VhcmNoX3RleHQ9MTM3OA!!&p_li=&p_topview=1

WD ELEMENT DOESNT POWER UP. GREEN AND BLUE LIGHT FLASHES

Have you contacted WDE.. by email,or, phone? Seems like that the hard drive has had its bios info corrupted , due to possibly hooking it up to the pc(in the wrong order), or even, a power surge that you were not aware of... The Manufacturer can send you a link to upgrade/restore the harddrive bios...

Help! the green light flashes then nothing happens

The exact same thing just happened to me (WD elements 500 gig) and it's only about 10 months old. I called the customer help line (on the official website) and after they asked me what the serial number of my HD was they were going to send me a new power supply. Simple as that. They said they'd be able to send it out early next week. I'm hoping that the HD didn't get fried and it's just the power supply but what you've described is EXACTLY what is happening to mine.
