I had the same problem.
I found that the inlet tube was frozen over as was the drain on the reservoir that fills the ice tray. Clearing the ice build up did not fix the problem. I also noticed that the ice maker seemed to be half filled.
I found that the valve is working by wiring a line cord directly to the valve. This caused the ice maker to fill (overfill actually since there was no sensor to turn it off).
Allowing the ice maker to cycle now that if was filled has solved the problem. The only thing I can think of was a power failure or manually turning off the ice maker while it was filling.
If you are capable of manually testing the inlet valve as above and it does not fill the ice maker, then the valve is defective. Cost is below $50 as this posting. Part number is

If the valve works and it is not a partial fill problem as was mine, then the problem is with the main circuit board on the back of the fridge. The part number is
AP4436216 and ranges from $122to $140 as of this posting date.
