While trying to fix this problem today I discovered something that seems to help, at least in my case. If I push down on the small button located below the joystick/onoff button, while also tapping the OK button, the camera responds to the OK. (This is the display/info button.) I'm not sure why this works or whether it would help in every case, but it would be worth a try. I've been able to finally set my date and make other changes necessary after recharging my battery.

The solution is simply to buy a new controller, or get a cheaper one like 'madcats' or 'Logitech' which is about half the price of the SONY brand.
But you need to consider this if buying a brand other than SONY;
it might not last as long maybe about 6 months-a year before it gets funny with the controls. Also, most of them needs a USB receiver and batteries for the controller to use wirelessly for PS3. Which I think is troublesome, cause you can't charge it like the SONY dual shocks, and have to spend more money for new batteries or rechargables. You also need to sacrafice a USB slot on the PS3 for the receiver to work wirelessly with the controller, and I have no idea what the response is like when playing games, it might not play as smoothly as the original SONY Dual Shock.

Check the brushing in the right motor. It can't hurt to replace them. Then if the problem continues, have the motor checked out.

I think the horn contacts for your steering wheel are located at the 3 and 9 o'clock positions. The contacts are behind the air bag and may have a poor connection. If the air bag has been either removed or replaced for any reason, that may explain your problem. I have also seen just a few issues with the wiring harness behind the airbag wearing and internally damaging the wiring for the horn signal.
