1. Try a penetrating oil, like product "deep creep". WD-40 is not a penetrating oil, it is a water displacement oil. Proper penetrating oil should work. 2. Try soaking in house hold, distilled vinegar, the really cheap stuff. For a few hours, and try again.

Most likely, the heads are either damaged or are too clogged up to spin. First, try disassembling the blades and cleaning them out thoroughly. there is three types of heads push, screw, and snap. The screw type have a big ball looking thing on the bottom that when pressed lets the line out. the snap kind are verry distinctive they slid in and two tongs snap in to place you will be able to see them on the out side. the push head just push in and turn.
