SOURCE: Honeywell Thermostat won't turn on
There is a small automotive type of fuse in your air handler (not thermostat), check that. Also check to see if the Emergency Switch somehow got turned off (Usually found in stairwell or closet).

I have the same piece of junk remote and it has been slowly losing functionality over the last two months. Strangely enough, the only thing mine WILL do is scroll through the channels. Toshiba is about useless but if your TV is still under warranty, I'd call them and complain if this doesn't work. They are out of the remotes so plan on waiting awhile.
Turn off the TV and all the other things the remote is set up to control. Best to just leave that room altogether. Remove the batteries from the remote. Then, in turn, press each of the silicon buttons on the remote from top to bottom. Do NOT move the mode select switch at the bottom. Make sure you've hit each and every button. Replace the batteries and go try to see if it will work. Supposedly, this removes the static electric charges from the contacts under the buttons and will occasionally get the remote to work again. I had no luck at all. I've been waiting six weeks for a replacement and still no dice. The fastest way to fix the problem is to just go to an outside supplier and buy another one for $30. Then should Toshiba actually ever send you a replacement, you'll have one for the next time it crashes and burns.
I have a Toshiba 37HL67 model LCD and there is also supposed to be a firmware upgrade needed for those type models. The odds of that being the problem are so remote as to not be considered, but you never know. You will have to contact Toshiba to find the nearest repair dealer and have them do the upgrade. The upgrade is pretty simple. You unplug the TV, remove the cover for the card insert on the back of the TV, insert the firmware card. Replug the TV, follow the instructions on the screen, unplug the TV when it's done, remove the card, reset the little cover, plug in the TV and let it reboot. Toshiba guarantees that they will make the service guy come to you, but they usually are too lazy and want you to bring the TV to them. Toshiba will force them to do it, but if you can just get them to give you the firmware card you can download the instructions. Hope this helps.

You mentioned trying a different battery, try a different AC adapter.
When plugging in the ac adapter to the wall, see if the POWER LED comes on on the adapter, then when you connect it to the computer, see if the LED stays on.
If the issue occurs with both AC adapters (No battery installed) then the motherboard has failed. If one ac adapter works but the other doesn't then the adapter is bad

The remote for the ceiling fan has 4 switches inside the battery compartment- look there. I had the same problem, turns out that when I replaced the battery one of the switches was inverted by mistake. Now it looks like 1 and 2 on, 3 and 4 off - and everything works.
