Question about RCA Televison & Video
My TV sound is struck in SAP mode. The only channels that I can hear sound on is the ones broadcasting in SAP. I have tried everything. The sound button on the remote takes you to the sound menu, There are 5 options there one of them is SAP, I have repeatly hit the number 3 button for Stero but only hear static on the other channels other than SAP broadcast channels, which there are only 2 of them.
Do a reset to this TV, and then check. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; check the site linked here. Also the manual says this about SAP:
an alternate in bilingual broadcasting.
Here is a link for the manual, in case you want to go over the settings. I'm thinking this is a setting problem in the menu, but it can be a physical problem with a cable line.
Of course it could also be a trickier problem, but check your settings, check the cable line with another TV if possible, and then contact ILO Support for help, in the event nothing fixes it.

SAP (Second Audio Program) (for analog channels only) Plays the
program's audio in a second language, if one is available. The TV displays
the word SAP in the channel banner when you tune to a program that is
broadcast with SAP information. SAP audio is broadcast in mono. SAP is also
used to broadcast a program's audio with descriptions of the video for the
visually impaired. Press the right arrow button to turn SAP on or off.

• Check the antenna/cable connections (see Chapter 2).
• The station may have broadcast difficulties. Try another channel.
• The sound may be muted. Press VOLUME.
• If you hear no sound, try setting the MTS feature to STEREO mode (page 81).
• Make sure the SPEAKERS function in the AUDIO SETUP menu is set correctly (page 83).
• If you are not receiving a second audio program from a known SAP source, make sure the MTS feature is
set to SAP mode (page 81).
• If you hear audio that seems "incorrect" for the program you are watching (such as music or a foreign
language), the SAP mode may be on. Set the MTS feature to STEREO mode (page 81).
• When using an external audio amplifier, if you connect the amplifier to the VAR. AUDIO OUT jacks, the
volume of the TV and amplifier must be set above 0 or you will not hear any sound (page 20).
