Remove the top or bottom cover of the power nozzle/base of the vacuum. The screws will be on either the top or bottom of the base. Remove these screws to gain access to the brushroll. Remove the brushroll and attach your belt then putting the belt around the brushroll and using the brushroll to stretch the belt into place. Replace the top and bottom cover.
There could be 2 different ways to access the belt on the kenmore line of powerheads...
1) turn the powerhead over so that the bottom is facing up. IF there are screws on the bottom, remove them. There should be 2 either at the back where the rear wheels are, or one under the elbow, and one midway at the front under the lifter wheels. remove the screws, and there should be two tabs on the sides to remove the top cover. OR 2 tabs at the back of the unit near the screws to remove the top cover.
2) and this is the more common powerhead...
remove the light cover for the powerhead by pressing at the two sides and pulling the cover up. sometimes a screwdriver to pry open a little will help. Remove the light bulb. Remove the two screws. Turn the head over and pry at both sides to pull the top cover off.
its time to check and/or change your belt. to do this you want to remove the two screws on the top casing and remove the cover. There are detailed belt change instructions on a sticker under the top casing on how to remove the brush and belt etc.
Make sure you have the right belt, it is the Eureka EXT-U or U belt I believe that the number for the belt is 61220 and they come in packages of 2.
First, you will need a phillips screwdriver looks like the X. there should be 2 screws on the top cover, and then MAYBE one more there by the hose where it attaches to the base at the back. The top cover comes off and you have full access to the belt underneath.
Also, side note, once you have the cover off there you should see a black and yellow sticker near where the belt rides, and it will go into more details to changing the belt.
I couldn't find your specific model but this may be similiar to another that you have to position the new belt around the agitator (beater bar) on the bottom of the vacuum, replace the cover, and then turn the vac over and remove the TOP cover to lift the new belt up and place it on the motor shaft/pulley. The new belt may require some effort to pull it over the pulley.
Take off the bottom plate, also remove the screwsfrom the bottom to remove the top cover, also there is a screw under the Hoover emblem on the top cover, with these removed you can get to to brush roll and belt.

How to change Vacuum belt?
Hello, I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. Not knowing the name brand or model # most vacuums belt change from the bottom or by removing the top cover to change the belt for an upright, if you have a bottom plate remove the bottom plate and remove the belt, make sure the brushroll spins free and does not have any thread or hair buildup, once that is done slide the belt onto the brushroll pulley and then stretch the belt onto the motor pulley, once on the 2 pulleys then tract the belt and replace the bottom plate – plug in and turn on to check. If you have the type where the top cover comes off it is then the same procedure listed above for the brushroll and belt. If you have a canister with a powerhead there are 2 or 3 screws on the bottom and the top cover would come off and then follow the procedure just like the upright. Turn the vac. over, remove the bottom plate covering the brush roll, then on the bottom of the top cover, on each side there should be 2 slots when you can put a flat blade scredriver, pry up to release the tabs holding the cover on. The know will come off also when you do this, just put it back on when the put the cover back on. Put the belt on the brush roll and feed it thru the opening and stretch to put over the motor shaft. The top cover, push down to lock it.
Looking at the brush, remove the two screws from the black plate holding the brush. There are two clips that holds this plate once you remove the screws. This should be easy to remove with a flat type screw driver. Now is the tricky part to remove the top cover of the vacuum so you can access the compartment to put the belt on. The whole top part of this vacuum comes off. If you look above the part where black plate was, there are two more clips on the top left and top right hand corner. These two hold one end of the top cover. It is not as simple as pushing the clip to one end to slide out. You have to find a gap between the edge of top cover and bottom structure(right next to each clip) and shove the flat screw driver in and push the top cover away from the bottom structure and push down the top cover. You will notice that there are invisible hinges between the two which locks in the top cover.
Do the same procedure for the bottom right and left edges(right next to each end of the brush) of the vacuum and separate the two(bottom structure and top cover) out using the flat type screw driver..
