If you go to a GOOD auto parts and equipment supply store, you will be able to purchase what is known as a "nut splitter". This is a device that you use to cut nuts along their axis when they cannot be otherwise removed safely.
A correctly sized nut splitter (there are many styles and sizes, so choose wisely) will be able to remove a non-recessed wheel lock nut easily.
If the wheel lock lugs are recessed, you will have to drill the lugs and use an appropriately-sized extractor to remove them from the studs (be careful of left-hand threaded studs on some vehicles--marked with bands or notches).
