If there is a "charging" selection, use it. Otherwise, it should be turned off.

I just purchased 2 new batteriews for my Freedom Scooter 946. I do not have a manual. The battery gauges seems to only show one battery charging. Could one battery be bad right out of the box

It is doubtful that a battery is bad. Easy check is to use a multimeter and measure the voltage across each battery. The manual should help.
