Replaced blower motor and both run and start capacitors. everything wired right but the fan won't go off. compressor goes off but have to turn the fan off at the breaker. Totally clueless now. just got a new thermostat not to long ago. It would shut it off before but not now??????

I suspect that you have a bad selector switch for the on, off, low fan, high fan operation. If the selector switch is put into the off position everything should stop completely.

I don't think these little units have a start capacitor but what I would do is check that the on/off switch wires to make sure they aren't loose. Also check the wires to the compressor for loose wires as well. It is possible that these are the first signs that the compressor is about to fail. They also can act up some when they haven't been used for awhile and then you try and start them up. Try running the unit for a few hours without asking it to cycle. It might just be a sticky valve.

The relay board is exactly what the problem was, thanks "Guest" The 12vdc relays are normally closed and before I replaced the board I was getting a 6vdc to 7vdc reading on the (cool) leg at the thermostat with the breaker off.
Yes you should try replacing the run capacitor.
