Hot tub has low and high speed for jets. but they are always on. is there a way to turn them off?

not entirely unless you turn off the pump
the jets are the way the filtered water is returned to the tub
probably a problem in the micro switch that turns on the high speed jets

Does the tube need to be full of water above the jets for the power to turn on/off

when ever you fill the spa always fill it where the filter goes on just put the hose inside and let it do its thing filling up. After the skimmer is filled you should be able to fire it up, but don't run it with the pump dry or not primed you'll ruin it.

DreamMaker 8003-xcal B6L Hot tub jets will not turn off, seems like they're always on? Why is this, and how can I fix?

When you say the jets are always on..do you mean on high or are they sometimes just very low flow?
If it is a very low flow it could be that you are seeing the jets when the spa is heating and/or filtering.

Blower works and jets do not?

Water jets will not work?? Is your pump on? I would expect to open ports on the top to introduce air to the water stream. Is this the case with your unit?

Intermittent jet problem on Spa form hot tub - low speed jet works, when button is pressed for high speed, it starts runs for a few minutes then switches back to low speed, then back to high speed again - ...

Hmm, that's an odd one. It could be either a fault with the PCB or the pump.

The first thing to check is the voltage to the twin speed pump. If that's ok the motor is probably the cause of the fault.

As always, with anything electrical you need to be very careful with what you're doing and if you're unsure seek professional help.

Ian.
