You have a WiFi device that must send/receive signals from your home wireless system. That generally doesn't extend much out of the home. You need to find a free wifi zone or kupgrade to an iPad with cellular service that connects you like a built-in phone.
Simply go to Settings-second down on the left menu, choose Wi-Fi and on the right menu, your home (or wherever you are) wi-fi connection should appear by name. Then simply touch the one you want to connect to. You should see the choice you made on the left menu next to the word Wi-Fi. I only connect my iPad to my computer to charge it occasionally via USB.
Internet connections can fail at any point from service provider to your iPad. Just being connected to a wifi network doesn't necessarily mean you still have full internet access. Your modem could be frozen and your wifi router would still seem to be fully functional. Try opening your ipad's web browser and bringing up a couple websites. If you can not get any websites loaded, try troubleshooting your wifi. But if they do load, then yes, you are indeed connected to the internet, and I would recommend restarting the iPad and trying again.
Can your computer connect to the internet? If it can, it just means that you have a wired internet connection and not a wifi connection on the computer, which means your iPad is just connected to your home network via wifi. If your computer can't access the internet or you know you don't have internet service at home, then you either have cellular service (3G/4G) or your iPad is connected to some other available WiFi from someone else's service.
