I hope I am correct in thinking your question is concerned with the South African Road Accident Fund. If my guess is correct, Fixya.com, a website intended for questions and and answers on how to go about REPAIRING THINGS, has no affiliation with that insurance fund.
I suggest you or your mother collect copies of all the paperwork and completed forms and all the information regarding your sister's fatal accident and speak with a person at the Road Accident Fund.

Please stop using the starting fluid, it is terrible for your engine- use choke cleaner if you need to do this in the future again. you can run it on choke cleaner indefinately if needed.
It sounds like your fuel pump quit on ya. When you turn the key to the "run" position do you hear the pump run in the tank for 3-5 seconds? you should. The fuel pump is in the gas tank and the tank has to be removed to acess it.
you can remove the coil wire from the coil and check to see if the coil is firing a spark. crank the engine with the wire off. make sure there is no starting fluid or choke cleaner fumes around before you do this-k? Carefull not to let it shock you. if it is sparking then you should check the fuel pressure. it should be 60psi while cranking the engine. you will need a fuel pressure guage to do this.

go to any auto parts store and buy a haynes manual for your car. they are based on a complete teardown of vehicle. this book should show you. only about 20 to 25 bucks, good- luck!

If the vehicle has a rear passenger heater, it may be that the coolant is leaking from the heater core or one of the hoses connecting the heater with the engine cooling system so you would need to get under the vehicle and visually check. This may also be a leaking heater core under the dashboard and the coolant is flowing over or under the carpet and pooling in the rear footwell.
Check for damp or wet spots in the carpet from the front to the rear of the vehicle with your hand and carefully check around the area where the heater core is mounted, this is usually undr the centre of the dash or behind the glove box. If this is found to be the area of the leak then the heater core will need to be removed and replaced or repaired. Removing the heater core is quite a daunting job as nearly all of the dashboard and fascia have to be removed along with all the electrical items mounted in this area. You may be able to bypass the heater core by connecting the two heater hoses under the bonnet together with a small length of pipe and then check to see if the coolant returns to the footwell. If it does not then the core is faulty. if it does then the issue may be in the rear heater (if fitted) and should be bypassed and checked in the same way.
