The ink absorber will need to be replaced, please take the canon to a canon service center, they will disassemble the machine, take out the old pads, replace them with new ones, put it back together and reset the waste ink counter.

If you want to try a home fix, this page has related information
    http://blog.zygrax.com/how-to-clear-cano...

I don't recommend a home fix for this issue, as you will have to take the printer apart and either wash (may take a hour or two on the washing, there may be a ton of ink there, and then a day or two to dry properly) Or replace the pads and then reset it the page has some instructions that may or may not work.

Waste tank absorber is almost full ~ message

I've taken this from my manual.
This error message indicates that the ink absorber is nearly full.
The machine has a built-in ink absorber to hold the ink used
during FINE Cartridge cleaning, for example.
You can continue printing by selecting Continue*1
on the display on your camera.
However, because printing is disabled once
the ink absorber becomes completely full
and until the ink absorber is replaced, you
are recommended to contact a Canon
service representative as early as possible.
*1 To resume printing, you can press
[OK] (MP180) / [Black] or [Color] (MP160) on
the machine instead of selecting [Continue].
