follow instructions on page 13 of your manual "using monitor button" place receiving radio in monitor and key up other radio. It is better if you have someone help. have another person take the radio to another room away from you to complete test. sometimes if the radios are two close too each other they will cancel each other out.

You can find a local uniden dealer using google www.uniden.com and then you will see find a authorized dealer than all you have to do is call them ok

Check the "code" (interference eliminator code) on the FR60 and set it to off or zero. It appears from your description the Cobras do not have "code" turned on. Refer to your user guide to find the instructions for turning off the code. (As of this date we have not found an FR60 manual posted online.)

Pages 23, 24, & 25 of the Owner's Manual describes the operating frequencies, a cross reference for picking channels when some users have different radios, and a list of the subaudible tones or 'privacy codes'.
