Also CO1 "crossed" with CO3 and CO4 (previously unused) as well as intercom. How do I get back to CO1 connecting with bother (either) line 1 or line 2? I think problem is newer manual with older system- tried to program system speed dial

I'm guessing the phone is 8 years old and you spilled something into the keystrip.
Start by unplugging it to see if it resets. Then, look for a mechanical failure (sticky buttons, broken buttons, etc.). Some alcohol and a Q-Tip will clean the buttons, or carefully take the phone apart and wash out the housing.
Last, but not least, any of the new 7730/31/35/36 phones will replace that set.

The system that the 7330 is connected to controls how you program it and how it behaves.
In the U.S. and for only a short time, the 7330 phones were connected to a TA-624. In fact, those phones were called "Euro Style" so you may be in the U.K.
I don't recall if they have a PROGRAM switch in the back or a PROGRAM button on the face, but they are programmed with PROGRAM press the button you want to program and read the display.
In Panasonic, all C.O. lines are assigned with 0 plus the CO number 1-6 in a 624's case and STORE. So you can reprogram the buttons in top to bottom or bottom to top order with 01 STORE 02 STORE etc. In passing, all extensions are programmed with 1 plus the 3 digit extension number as in 1101, 1102,1103 etc.
If the puttons are physically sticky, you can use alcohol and clean them, or just reassign them.

It's been a few years since I programmed a 624, but here goes.
IIRC the 624 selects lines in 1,2,3 order vs. the 824's 321. Dial "9" from the intercom and you can verify this.
The system has 3 modes of operation when it comes to outside line access, No preference (gives you intercom dial tone) Idle line preference (gives you the same as if you dialed "9", and specific line preference.
From the phone, do not pick up the handset but press PROGRAM or use the set switch to program, dial 1 1 for none, 1 2 for idle, or 1 3 x for a specific line. Any of those commands would be followed by STORE.
Put the system back in SET or press the PROGRAM button to exit.
With any line preferenc, you have to press Intercom to dial internally or page. If your specific line is busy, you won't get anything when you pick up the phone or press SP PHONE. It also disables Last Number redial if the line is busy.
Did I mention that I don't use it :-) Of course, I don't use the 624 either.

By calling the telephone line provider or going into the web interface and using Call Forward Busy to CO2 and CO3. Normally, hunt groups are established by the telco or the "poor man's way" with CF-B.
