The Insignia NS-PU99501 USB to serial (RS-232) converter cable should be a plug and play item with Windows 7 and 8. This assumes an active internet connection and Windows Update is set to search for drivers for new devices. See https://www.insigniaproducts.com/pdp/NS-PU99501/5883029 and go to the Support & Downloads tab to find the manual and the driver for a Macintosh OS.
The Prolific chipset in this Insignia device is the PL2303. For other Windows versions, try http://www.prolific.com.tw/US/ShowProduct.aspx?p_id=225&pcid=41 for the driver.
I hope this helps. You may need to check the chipset suffix with the tool on the above Prolific support site.
