The AT&T store should be able to reset your voicemail box which should resolve the problem.
I would also strongly encourage you to update the operating system on your device. Having an older operating system can make weird issues pop up. To do this, go to SETTINGS->GENERAL->SOFTWARE UPDATE, and install any pending operating system updates.

We shut the phone system off for about one minute and it reset the system without losing any of the messages.

Every Cellular company provides a specific number for voice mails. You can call to your Customer Care center to ask about the voice mail number they will provide you the correct number and remember your Cellular company provide voice mail facility to you. You have to open the facility first.

possibility of fax in progress,
and also try re-seating ink cartridge,

46 means the ink absorber box is full, it only costs around $10.00 to replace but you need to get into service mode to reset the counter. I'm not allowed to give out that info...
