Either the battery is not making contact with the charger internals, or the battery itself is at end-of-life.

Something is stopping your water flo before the filter otherwise you would show pressure on the filter guage. The only thing that I can think of would be if you had taken your backwash valve apart and reassembled it in the wrong position. Ether put the handle on backwards or mounted the top out of place. Remove and clean all of the wheels, and make sure the cliff sensors under the bumper are clean. Tap the bumper with your hand-- really smack it a couple of times. It sounds like the Scooba believes it's stuck against an obstacle.
