There could be multiple things that could cause no lights to be on the panel and here are some of them, defective panel board, now power being supplied to the heater, defective power supply, etc. One way to resolve this issue is to get a schematic, volt/ohm meter and use it to make sure power is getting to the panel. If power is getting to the panel board then it is most likely defective. If there is no power getting to the panel board then you will probably need to call the Hayward technical support at 908-355-7995
and they should be able to help you figure this issue out. I hope this helps.
