If the Garmin Nuvi is sold with "life-time updates" for maps & traffic - updates are available for download at MyGarmin.com once they are available.
A "life-time update" is coupled to the serial number of the Garmin unit. If the serial number does not match the box with "life-time updates" on it - it could be the Garmin Nuvi came from another box without "life-time updates".
Without "life-time updates" - maps are available for free within 60 days after purchase. A "purchase" is registered by the Garmin device if it detects a certain speed or when it's registered at MyGarmin.com - meaning the 60 day countdown starts. Without a "life-time update" for traffic - a traffic subscription must be bought for a country & timeframe. (ie a year).
If you are no longer getting the voice guidance from your gps, then you need to check if the volume is on the highest or lowest. There is no mute button on the gps, it is when the volume is at the lowest it seems muted. Ensure the volume is turned up by adjusting the scroll whell that is by the right hand side of the unit.
If that does not help, then you check the language settings in the unit.
Verify that the voice is enabled, by following these steps:
from the 'where to? view map' screen, touch 'tools',
Next to 'voice language' you will see 'jill' listed in the blue box on the right (if so the unit should be ready to use)

There is no charge to activate a Garmin GPS. Purchase the unit, turn it on and it works right out of the box. You will need to charge it as the unit only comes with a partial charge from the factory, but it will work immediately.
I'm almost positive that they never come traffic ready. My Magellan came in the mail today, and the box had the registration code/directions on activating the live traffic.
To retrieve the Subscription Code you should use a 20 Digit Coupon Code which is found towards the bottom of the 8 X 11 sheet of paper included in the box of your GPS that is titled "Magellan TrafficKit Service Activation".
The Subscription Code can be retrieved by following the below mentioned Steps:
Under the "Products" option select "Magellan Traffic Service".
Under "Traffic Subscription Services" click "Redeem a Subscription Coupon" Note: You can Purchase/Renew Subscription if the free subscription has expired by Clicking "Purchase a Traffic Subscription/ Renew a Traffic Subscription"
Select the product model from the list provided
Type your Email Address & Password to login to the Magellan Note: If you dont have a user account, Select "Click here to create an account"
Click the option "Select" corresponding to the correct Product Serial Number
Click the "Yes" tab to confirm the Serial Number
Enter the Coupon Code provided in the box and click "Retrieve Subscription Code"
Write down the Subscription Code to use it in the GPS for activation
Simply choose activate later and then accept the license. The GPS works normally then. Sure it is a bit of a pain to do this every time but you can just leave it plugged in and just put it to sleep instead of completely powering off and then you don't see the activation screen anymore.
Are you sure the volume was up? There is a scroll wheel on the top right side of the unit (as you face it). Make sure it is turned all the way up towards the top of the GPS. You should see yellow bars in the right of the unit indicating the volume level. Also, when you turn the unit on, there is a button on the bottom right that looks like a wrench. Tap this, then press the down arrow on the bottom right. You will see an icon that says, "Volume." Tap it, then check that the "Navigation" volume level is where you want it to be (normally 100%, but that is up to you).
