Question about Light Outboard Motor Boat Bass Fishing Saltwater Base
I had a similar problem with an older merc 75, try cleaning the carbs with carb cleaner and replacing the seals & gaskets. Be sure to winterize the engine at end of season and fog thru the carbs. Gunky gas & varnish buildup will affect performance.

The last comment you made about the hose cuffs and running good- Was that in gear or neutral? If you are using the boats throttle lever there is a cam lever for the choke which limits the throttle. It may be out of sync in the control box. If you have operating cables disconnect them at the engine and see what range of motion you have in the motor itself. Then hook up the controls and see if the cables prevent the motor from opening the carbs.
