Chandler web site does not provide service manuals, but has phone and contact information. Due to frequent posting of fraudulent phone numbers on FIXYA, it is better if you search yourself for the manufacturer phone number on their web site so you are not deceived.
If it says it is a Singer 66, then the model is 66. The other number is probably the serial number. Finding a manual for an older Singer may be difficult. Just search:
check in your owner's manual of the machine, the information should be in it, if you don't have a manual, send me a comment of the name and model number of the machine and I'll try to help you find one.
Is the pressure foot in the down position and the bobbin pushed clear to the right? You can also call singer direct and they will walk you through it. The phone number should be in your manual under services.
I've done searches thru all of my sources for a free manual many times for 384, but never found one. I've only found one site that offers them for pay. It's at http://www.sewingpartsonline.com/instruction-manual-euro-pro-384.aspx.
I'm afraid I've never found a service number for them, either, but you may well be able to find one in the manual. Best of luck to you. Maybe you could post the service number on the site for others if you finally get it.

I can't help you with finding out the model, but finding the right manual should help you do that.
Unfortunately it will mean trawling through all the manuals until you find the right one!
