What exactly is the problem? Is the engine not running? Or running rough or what?

I fouled up the timing on my 1990 Subaru Legacy Wagon. Tried resetting it to the factory specs but it still wont start.

You have not set it to the factory spec, and its probably 180 degrees off. Rotate the crank to top dead center (the mark on the crank toothed pulley, align the cam timing marks, refit the belt THEN release the tensioner. Rotate the engine manually to verify that all the timing marks realign themselves.

Need timing specs and point gaps please

Well I can't really help with the timing specs but the points gap should be .019 (in.), but I always learned to use a match box to gap them  and that works great too. Hope this helps.

Timing

Then, the smog tech either does not know how to set base timing on your car, or he is trying to sell you something that you do not need. Base timing involves a procedure that requires a tech to utilize a set of pins to the ECU, and are jumped together. You cannot hook up a timing light, and get the correct timing reading without knowing which pins to use. Hope this helps; thanks for choosing FixYa to answer your question. The graciousness of a FixYa rating would be greatly appreciated.

Chain

Go to any reputable shop/mechanic; you probably need a new chain and/or sprocket...OR Possibly just a chain adjustment. Don't wait around, do it asap, I wouldn' t play with this particular problem.
