I have Electrolux Ref Model#EI23BC35KS9A, it's display is showing SY and CF codes instead of temperatures. I had power outage since than I have this problem. Ref otherwise seems working fully.

5Y CF indicates a communication error between the refrigerator control board and the user interface (display panel). When the refrigerator was powered up, its self-test didn't complete properly. The wiring harness, the user interface or the main control board could have damage. Make sure that all of the wiring connections are fully seated first and then check the individual wires for continuity. Then you have to check the user interface and main control board by testing and replacing them. If your refrigerator is under warranty, get Electrolux to send a technician to test the refrigerator.

Sounds like off to me. An open sensor will be displayed in either the ff display or the freezer display. if it is an open freezer sensor it will display in the freezer display. A communication failure will show as a SY CF, and a communication error will display a SY CE.

I have a very similar issue with my GE in wall oven, circa 1999. I learned it was due to one of two issues.
1. The touch panel keypad is shorting out somewhere along the ribbon wire circuit. Replacement likely needed.
2. The microcontroller brain of the oven is faulty. Replacement likely needed.
My issue was the keypad. I personally went to RadioShack and prototyped a new circuit board to reverse engineer the keypad. The flimsy keypad replacement was $244.00 for a new one, however they no longer make the keypad. For less than $20 and a little solder I have a fully functioning replacement.

is a multi-solution answer since I don't have all the tech from your question to pinpoint your problem
But the solution is in here generically, if you read and study the solutions very,very carefully.

Sounds like the cold control has stuck . Unplug the two wires from the cold control and plug them together. Turn one wire over and plug it into the other. away from the cold control.
The cold control is the knob in the ref that turns it on and off and has numbers on it. (Thermostat)
If it runs then that cold control (Thernostat) is the problem.
If that doesn't work DO THIS:
The relay on the compressor may need replaced
A relay starts the compressor with a higher voltage and then quickly kicks out
Thats what is happening with yours
Its best for a tech to replace The relay but you can do it
Take your model number to your Local Appliance parts store they will have a diagram
showing you how to install the relay. Its called a hard start relay
also try hooking the two wires together on the cold control to route around the cold control.
