I have a 32 bottle DIHL wine fridge that is split white and red wine the temperature is flashing Lo what does this indicate

the wine cooler has to be at least 3" away from the wall, do not block the air flow to the condenser. or check power plug to outlet is it secure.

You may need to change the cooling system on the unit if the unit is free of dust and still does not cool.

Beeping will not stop on wine cooler - red wine side

Beeping usually indicates that something has gone wrong. Probably not cooling properly. The water coming out would indicate that the unit has defrosted. Turn the unit back on again and see if the red side is cooling properly. Some wine fridges have independent evaporators which allows different cooling temps in different parts of the cabinet.

The purpose of a wine cooler is to store wines at their proper temperatures in a proper manner. Wine coolers are set to higher temperature ranges than other systems simply because wine should not be kept as cool as other beverages.

You need a dual zone wine cooler. They have two temperature controls and the storage space is divided in such a way that each temperature control has its own section inside the cooler; allowing you to store both red and white wines properly.

Not recommended. Red and white wines are different worlds and in order to preserve the wine better you need to keep the wine in the recommended temperature: Red wines at 12.7-15.5 C and white wines at 9.5-13.3 C

I want the bottom to be reds and top to be whites

I don't think you'll be able to do this without some modifications to the unit.  The wine cooler is designed to blow cold air into the bottom section, and the top section cools down by spillover of cool air flowing between the glass door and the temperature control panel.  
I guess if you could figure out a way to turn the panel that separates the top from the bottom you could make it work.  You'd have to switch the temperature sensing leads on the thermostat inside that panel(that would be pretty easy) and you'd probably want to flip the LED indicators so they read right-side-up.  The main issue would be that the screw holes for mounting that separator panel are all on the bottom, but when you flipped it, they would be on top with no holes in the walls to screw them into.  If you are willing to do that, you might be able to make it work as you would like.
