Depending on your phone make and model, there should be an option that says something like mobile AP or Hotspot, you set this up, give it a name, security method and password, and thenm activate.
then on your laptop activate the wireless look for the name of your AP or hotspot and connect to it with the password you used.
also note that most phone use a Automatic IP address to connect to internet, so the IPv4 has to be set to Auto...
if the dell connects to phone but not to the internet I would say its the IP settings,,

Since Sun Cellular does not have specific settings for your phone for an automatic configuration, you can still connect to the internet by configuring your device manually. You just have to look for internet settings in your phone and input the configuration as indicated below.

How to set internet on it

if you are using IP phone, make sure that you connect the Ethernet cable (yellow cable) from the modem or router to the LAN part of it whereas another Ethernet cable (blue cable) is connected from the IP Phone to your PC Desktop.. This connection will surely connect your phone to internet and to your PC...

Check the Settings for Internet from your phone's Menu.
You did not provide a make or model phone you have, so I cannot tellyou specifically, but the phone needs to be configured to your Internet account.

First, you need an Internet account for your phone. Are you paying for Internet access to your cell company? Its not free, it costs extra on top of your voice line charge.

Have you installed the IP adress for your Internet account into your phone?
Your IP adress must be correct, most phones will auto- recieve them, but you must tell it to do so
Once again, without your make and model, I cannot give you exact menu choices, but look under Settings, then look for Internet settings, then look for IP adress info, and choose the Auto-fill feature.

Your ISP might have you give a password once you've connected. Most carriers use the 10 digit cell number as default password. Some use all zeros, some none at all.

In any case, if you have ever set up an Internet account on a home computer, then you've seen the procedure. Your cellphone Internet Setup isn't much different.

To summarize:
You do need an active Wireless Internet account from any ISP
You need the Gateway IP address, your phones IP address, and the subnet mask
Password, if any ( If forgotten, call your carrier)

On my phone it keeps coming up with dns unavailble. why is this happening and how can i fix it please get back to me.

When your phone connects to the Internet, a DHCP (Dynamic Host Configuration Protocol) server on the Internet supplies an IP-address for your phone, and it also supplies the IP-address of a DNS (Domain Name Service) server.

Connect to the DNS-server to translate a name, e.g., 'www.ibm.com' to an IP-address.

So, if your Internet connection is not working, your phone cannot "talk" to the DNS-server, and your phone reports "unavailable".

So, check your Internet settings, to confirm that you have a connection.

I have a SGH-A767 SAMSUNG mobile no internet connection

The best way is to call your carrier and get them sent to your phone automatically. To enter them manually:

Can;t use intent on mobile

Here is what you should do step by step:

I.Configure your Computer
1.Install Bluetooth Adapter
2. Bluetooth Configuration->Local Services-> Add Serial Services ->Bluetooth Serial Port->Properties
Check – Startup Automatically
Check – Secure Connection
COM Port: COMx( mine is COM6)
3.Control Panel -> Phone and Modem Options->Modems->Add-> Check Don’t detect my modem->Next->(Standard Modem Types)->Communication cable between two computers->Next-> on witch port do you want to install it ? -> Selected ports -> COMx ( in my case COM6)->Next->Finished
Now in phone and modem options->Modems you should have : Communications cable between two computers : Attached to : COMx ( COM6 my case)
Select Communications cable between two computers -> Properties->Modem-> Maximum Port Speed : 115200 -> ok ->ok.
4.Control Panel ->Network Connections ->Create a new connection-> Next->Set up an advanced Connection-> Next-> Accept incoming connections->Next-> Check : Communications cable between two computers ->Next-> Check: Do not allow virtual private connections->next->next->select: Internet Protocol(TCP/IP)->Properties:
Network access : Check Allow callers to access my local area network
TCP/IP address assignment : Specify TCP/IP addresses:
From: 192.168.0.x ( x=50 in my case)
To: 192.168.0.y (y=52 in my case) 
->OK->Next->Finish
5.Network Connections
Bluetooth Network -> Enable
Internet Connection ( your internet connection ) -> properties->Advanced->Check:Allow other network users to connect trought this computer’s Internet Connection->OK
If all goes well : Bluetooth Network-> Properties-> Internet Protocol ( TCP/IP)->Properties Should have the following setting:
Checked Use the followind IP address:
IP address: 192.168.0.1
Subnet mask: 255.255.255.0
->OK.
6.Start->Control Panel->Administrative Tools->Services->Routing and remote access->Properties->General: Startup type : Automatic - this service MUST be started 
**7.Install AnalogX Proxy http://www.analogx.com:80/files/proxyi.exe (for the latest version)
Proxy->Configure-> Proxy Binding: 192.168.0.x ( for me x=50 )->ok. 
! If you use a proxy, remember to start it .

II. Configure Phone:
1.Install GnuBox - http://gnubox.dnsalias.org/gnubox/ ( for the latest version)
2.Configure Access point
Tool->Settings->Connection->Accces Points-> New Access point->Use Default Settings
Connection name: Bt
Data Bearer: Packet data
Access point name : Bt
User name: none
Promt Password: NO
Password: ****
Authentication: Secure
Homepage: none
Option->Advanced settings
Network Type: IPv4
Phone IP address: Automatic
Name Servers: Automatic
**Proxy serv. Address: 192.168.0.x ( for me x=50)
**Proxy port number: 6588
3.Configure all the applications from your phone witch require internet acces to use Bt Access Point
4.Configure GnuBox
Options->Install Set to GPRS
Options->Install Create Records
Options->Install->Copy settings from GPRS
Options->Install->set RAS login script
Exit GnuBox
Open Gnubox
Options->2box Bluetooth->Serial Port
Select – your computer
Do you want to require encryption? Yes
Options-> Install->change default AP
** Configure NetFront
Options->Settings->Connection
Enable Proxy : Yes
Proxy Host : 192.168.0.x ( in my case x=50)

Now you can browse the internet from your phone.

NOTE: First Configure the phone and your pc without the ** settings, and if you can’t browse the Internet form your phone then use the ** settings.

Problem with philips voip841

Try retrieve the IP address of your VOIP841, on the handset press the “Menu” button, navigate to the “Settings” menu and choose the option “Network”, then "DHCP", it should give you an IP address, make a note of this. Open your Internet browser and type in the IP Address of the VOIP841 into the address bar. The Internet browser will show the internal Internet page of your device. Login with the following username and password:
Username: philips
Password: voip841

After logging in please navigate to the “Skype” menu option in the left side menu. On this page y ou can type your Skype username and password. Once they are filled in save your settings and test on the handset if everything is working.
