There is a common problem in this unit with R14103 (33k 2watt ) resistor that opens. When open SMPS will not load so no other voltages beyond the 5v source to click the relay.
Another possibility is the Horz. drive transformer, RCA p/n# 243859 board location T14451.
Either of these possibilities are inexpensive fixes reletively speaking, so I would advise having it estimated by a qualified shop for repair..

Vertical scan section circuit fault. Check and replace damaged component/s at its vertical scan output section circuit. If you wish to get some details, check the site linked here. Try a hard reset to this set first. To make it hard reset, unplug it from AC mains wall socket, and re-plug it back after 20 minutes or so. If this do not help you, the main system memory IC has to be replaced. This is not a costly part, but replacing it is a skilled work.
Hello; The red probably got low over a long period of time due to only one thing. The CRT/ Picture tube is getting weak and cost much more than the set sold for. The adjustments may only help a little and the set will get worse. These adjustments are done on your remote control with service menu accessed. You will need a Service Manual for instructions to do this, but I think it's time for another set. John
This particular set can have failure in many circuits and have the same screeching sound and not
power up. By design, it is a difficult set to service. If this set has a DVR built in, it was a common problem for the capacitors in the stand-by power supply to fail. It would be located on the left side of the chassi on a narrow board. The capacitors tops will be bubbled or popped if they are bad. That was the easy fix if your set has a DVR in it. If not, the High Voltage or the Horizontal output transistors could be bad. To gain access to the bottom of the set you will need a nut driver, I believe it was a 5/16. Also look for any loose solder connections around any of the high voltage components or transformers.

Power supply regulator section inside your tv has some sort of trouble. It doesn't starts. We cannot predict the exact resaons for this kind of problem. There are so many reasons. It can be rectified only with the help of a technician. You just go for an experienced technician, or inform your nearest authorised service center for your tv.
you have a high voltage arching problem. the crt has about 33000. (thirty three thousand) volts on it. the anode lead is arching to the chassis(ground) around the crt(picture tube). the anode lead is the big red wire on the very top of back of crt. with the back off, you will see the big red wire and it will have a suction cup about 4 inches round connecting to picture tube. unplug. silicone around suction cup. let dry for 24 hours. enjoy. you might get a little shocked even when unplugged, but wont hurt you.
These RCA televisions are notorious for this problem. You will need to
have a technician change a chip called the EEPROM which
holds the memory settings. The memory gets corrupted and the chip needs
to be replaced or reprogrammed by unsoldering it, removing it, and
inserting it into a device. After this is done it can be reinstalled
and your sound will return.
sounds like you have a deguassing problem with your TV .. have the repair person bring out a deguassing coil and see if thsat helps.. This will only be a temp repair as you will have to have the problem that caused this to be fixed. good Luck
