Dell usually supplies all the cd disks your computer was set up to use. the Win xp restore disk will reformat your hard drive with the original partition. I have a dell 4600C desktop and all my original stuff is on the burgundy win xp disk. the auxillary stuff is on the blue cd-s.

This is from the Dell support site. You were correct in pressing ctrl+f11 but perhaps you did not press at the correct time. If in following these first two steps you do not get the recovery console, it may not have been installed on your computer.
1 Turn on the computer.
2 When the Dell
splash screen appears during the computer startup process, press and
hold <Ctrl> and then press <F11>. Then, release both keys
at the same time.
3 In the Dell PC Restore by Symantec window, click Restore. Alternatively, press <Tab> to highlight Restore, and then press <Enter>.
4 When a warning message appears stating that all data will be lost, click Confirm, or press <Tab> to highlight Confirm and then press <Enter>.
The Progress window will appear. Once the restore process starts, Dell PC Restore by Symantec usually takes about 8 to 10 minutes to finish.
When the restore process is complete, the following message will appear:
The system recovery process was successful.
5 Click Finish or press <Tab> to highlight Finish and then press <Enter> to restart the computer.
The software is now installed as it was when the computer was first received.

Hi,
Most computers shipped prior
to Mid 2004 do not have the restore partition (called PC restore). To check if
you computer does have the restore partition, Right-click on “My computer”
select “Manage”, on the left of “Computer Management” window click on “Disk
Management” . On the right bottom, if you see three partitions (the third one
without a drive letter) then you have the restore partition.
The following two steps will work only if you have the
PC restore partition / OR if you have not reinstalled the operating system
previously.
To get into the PC restore (if
you have it) hold down <control> + tap F11, when the computer turns on, I,e
after the Dell logo.
The second and simpler option
(if you can login to the computer) is to download, save and run the following file
http://tech.atjolie.com/BOOT_DSR.EXE
. The will restore the computer in the PC restore option.
If both these do not work,
reinstallation using the Win XP cd is the only option

Dell ships their system with factory installed software and recovery discs.if you formatted using a different , the pre installed recovery are gone. so CALL DELL customer service and have them ship you out a recovery disc its for free, i guess if your still under warranty.

get the dell install disks and reInstall OS.
2 choices.
1: GET THE INSTALL MEDIA FROM DELL
2: BUY W10 FROM MS AND START OVER.
I'D BET ALL DATA THERE IS GONE.
how ever expensive police forensic software can get some of it, but killing partitions,
sure the data is there but is all just random now, no rhyme or reason or structures.
