I assume that you need a new power supply (PS). The old power supply should have an indicator on it depicting the pin-out. If it doesn't, you can break open the old PS and look for the capacitor. One end will be market +++ and the other pin will be marked ---. Trace the wire of use a conductivity meter to determine which wire is + and which is -.

Most of the time (but not always), the center is + and the outside is -.

It's center pin positive, sleeve negative. Replacement supplies are commonly available online. 12 volts DC, 4 or 5 amps is what the replacements are rated.

I need an internal pin out diagram for a 4 Pin connector to connect power supply to a hp pavillion f70 monitor. I do have a power supply with same specs but it has a normal plug with outer as +ve and Inner...

12 VDC , 4.16 A (4,16 A) Frequency: 50/60 Hz Power Consumption: less than 36 W in operating mode.
I think the other two pins are not used. It just requires the 12 Volts DC. +ve and -ve, positive and negative, respectively.

I need to know the polarity of my Hp Pavilion F1703 monitor as I have just brought a new power adaptor and before I connect up to the mains it says make sure you insert the adaptor the correct way round...

If the monitor does not have a symbol (similar to the letter 'C' with a dot in the middle), the cheapest digital multimeter can be used on the 'diode' or 'continuity' setting to check the input.
If the meter reads between 600 and 900, you are measuring the forward voltage drop of a protective diode.  Any other reading will mean that the positive probe of the meter is on the positive part of the connector.     i.e. If you are placing the positive meter lead on the center pin and the negative on the shell and it reads 600-900, then the power supply needs to have the negative applied to the center pin and the positive on the shell. If the negative lead is held on the center pin and the positive on the shell and the reading is 600-900 then the center pin is the positive input and the shell the negative.
The readings shown above mean that you are measuring the forward voltage drop of a diode meant to protect the unit against improper polarization and it will probably either die or ruin the adaptor if misapplying the polarity.
You can buy such a meter at electronics or auto parts stores for under $20 US.

Hp pavilion 1503 monitor lcd

Believe it or not, I got given a f1503 not working but without the power cable. He said the same thing everyone else is saying. I did not have a 12 volt 3amp converter but a 12 volt 1.5 amp converter. Plugged it in turned it on and wow it worked fine. It has been working for 1 week on with no problems. So try a different power converter, worked for me.

THis is a problem of the invertor board. If you are technically able you need to disasseble the monitor and resolder components around the red or yellow inverter transformers.
